Budget presentation nets award of excellence for HCPHC

June 5, 2018

HANCOCK COUNTY, Mississippi — The Hancock County Port and Harbor Commission has earned the Distinguished Budget Presentation award, presented by the Government Finance Officers Association.

The award is a “significant achievement,” according to a news release from GFOA, a professional association representing more than 19,000 appointed and elected local, state and provincial government officials and others in North America. “It reflects the commitment to meeting the highest principles of governmental budgeting.”

The Certificate of Recognition honors HCPHC Chief Financial Officer Janet Sacks, CPA, as “being primarily responsible for having achieved the award,” according to GFOA.

In accepting the award, Sacks acknowledged the endeavors of many at HCPHC: “I’m proud to represent such a well-structured group whose focus drives our ongoing pursuit toward transparency and success in every division of HCPHC.”

The Port and Harbor Commission’s CEO, Bill Cork, said: “Janet’s commitment to the highest principles of governmental budgeting served as the basis for HCPHC’s award-winning presentation. Her forward-thinking efforts set an excellent example for other government entities to emulate.” Cork noted HCPHC is Mississippi’s first GFOA member in four years to have earned the award.

HCPHC thanks Sherri Bevis for service to Commission

May 29, 2018

Sherri Carr Bevis, Assistant Secretary of State for External Marketing, was honored for her service to the Hancock County Port and Harbor Commission at the May 29 meeting.

Bevis was appointed to the Commission in 2013 and served as its secretary.

"It has been a privilege to serve the city of Diamondhead on the Hancock County Port and Harbor Commission and work alongside my fellow commissioners and the outstanding staff who make economic development for our community their priority every day.  I truly appreciate the opportunity I was given by Gov. Phil Bryant to serve in this capacity and wish Tom Koger all the best as he begins his tenure on the board."

Robert Kane, president of the Commission, said, “We are grateful for Sherri’s service to the Commission, Hancock County and for the contributions she has made to our economic development efforts since she was appointed to the board.  Her enthusiasm and broad knowledge of state issues made her an invaluable Commissioner.  We wish her the very best.”

Bill Cork, HCPHC’s CEO, said, “We thank Sherri for sharing her considerable expertise and energy with the Commission and our staff during the past five years and we look forward to building on her contributions in the future.”

Bevis graduated from Mississippi State University where she worked before going to Washington, D.C., to work for Sen. Trent Lott as deputy press secretary. After earning a Master’s Degree in Higher Education Administration at George Washington University, she returned to Mississippi where she taught school. In 2011 she was hired to help develop the Bay-Waveland Main Street Program. In 2013, Bevis joined Secretary of State Delbert Hosemann’s staff as South Mississippi Service Coordinator in Gulfport. 

She is a graduate of Leadership Hancock County, Leadership Gulf Coast Class and Leadership Mississippi. She remains active in numerous community organizations and events.

Governor appoints Tom Koger to HCPHC

May 25, 2018

Tom Koger has been appointed by Gov. Phil Bryant to the Hancock County Port and Harbor Commission. He is a resident of Diamondhead and has lived in Hancock County for more than 50 years. He replaces Sherri Bevis who had served on the Commission since 2013.

During his career, Koger worked in numerous civilian and defense space programs. As a senior vice president of Boeing, he was responsible for business development, space policy and government affairs in a commercial space program.

Prior to his career with Boeing, Koger worked with the leadership at Stennis Space Center to develop an aerospace industry cluster known as the Mississippi Space Commerce Initiative and later renamed The Enterprise for Innovative Geospatial Solutions. He developed the initial concept in 1998 and served as EIGS executive director from 2011 to 2014. EIGS has been nationally recognized as one of the most successful industry clusters in the country. 

As a small satellite technology business owner, Koger worked with national and international aerospace executives including Elon Musk of SpaceX to commercialize and advance low-cost space technologies.

As a consultant to the aerospace industry, Koger has participated in several Economic Development Administration studies related to Stennis Space Center centric economic development efforts including primary authorship of a strategic plan that examined economic development themes centered on aerospace technologies, propulsion systems, and space port development. The Stennis study included a critical examination of the opportunities and barriers to economic development along with recommendations for leveraging Port and Harbor assets through Enhanced Use Leasing Authority and Space Act Agreements.

As an entrepreneur and business owner, Koger is involved in projects that include supercomputer flood modeling for the insurance industry and unmanned aerial systems development.  He has three patents with the U.S. Patent and Trademark Office.

The Hancock County Port and Harbor Commission was established in 1963 to lead the county’s economic development activities.
